    1. Encourage expanded educational and training programs to provide livable wages that diversify and expand our economy.
    2. Support a logical land use plan with robust local input that preserves property values.
    3. Manage our valuable environment to minimize pollution, destruction, and wildfires to protect our residents and first responders.
    4. Work to improve school and community safety.
    5. Manage County finances to maximize essential services for public safety, health and County operations.
    6. Keep current businesses and attract new ones to provide good, clean jobs.
    7. Develop options and partnerships to provide affordable, effective, accessible health care.
    8. Work to expand public transportation and access to high speed Internet.
    9. Work to improve gun safety and protect our children.

  • Four years ago, when I ran for County Treasurer, I needed to prepare for a technical accounting role. From Rice University, I obtained private treasurer certification. To qualify for this program, applicants had to have a BA in Accounting. However, there are more skills than accounting needed for the public treasurer role. You need to know a lot of real estate and Colorado state law. I am the only candidate with the knowledge, qualifications and experience for the role of County Treasurer.
  • In business, when you embark on major process changes, you must establish metrics – and measure, continually – or you will never know if you are on the right path, veering off the path or ultimately being successful. If there aren’t mistakes along the way, then you are not innovating sufficiently. And you can count on me to always be honest, act with integrity, and admit my errors. This is the only way to continually improve.
  • The Treasurer’s Office still operates with the same number of employees as in the early 1980s – just doing a lot more work, for a lot more organizations. 150,000 transactions processed annually by 3 people, managing and protecting $150 million dollars for the 50+ local taxing authorities. Technically, we are a specialized accounting firm with many customers.
  • I brought in new technologies to make the billing and collection process go faster. This required new skills in the employees – who are all experienced accountants. Here is how these 2 changes benefit YOU.
  • I implemented credit cards, debit cards, on-line payments. Pay any way you want, when you want, where you want. With the increased speed of payment processing, I was able to move cash faster through our community, allowing – not only my office to make more money through overnight savings – but also the fire districts, school districts, cities, towns, library districts and many others. I made $11,000, for you and the County, during my first twelve months in these types of funds. So far this year, that number is $600,000. (This is excluding investment income, which has remained constant at the market rate of return. By law, safety and liquidity are imperative, return is not.)

  • Carrie worked as a property manager, including being a Realtor from 1989 to 1996. In 1996 she joined the La Plata County Assessor's Office as a staff appraiser. In the first five years she went from a new Appraiser to Chief Appraiser, her current position, and earned a Certified General Appraisal License. Carrie says, "It has been my honor to serve the citizens of La Plata County. It is a wonderful thing when I can help a taxpayer through a difficult process or explain what we do, how we do it and why, so that the public understands fully how their property taxes are assessed. I will continue that work if I am honored to be elected your County Assessor."
  • Carrie moved to La Plata County, her true home, when she was 17, and married husband Larry in 1978. She has raised children, spends as much time as can with the grandchildren, and mentored children in the Big Brothers/Sisters program. She continues to give back to the community in other ways, including Kiwanis and Durango Area Association of Realtors Paint-A-Thon, and will continue to do so.

  • In the last election, many people assumed they knew, just knew, who would win the presidency, so they became a little complacent in their advocacy. We saw how that worked. I do not want that to happen to my campaign. Yes, I am running against an Unaffiliated, but that doesn’t mean I am not working hard to soundly win this race. We just don’t know how other independents are voting.
  • I’m putting miles on my shoes and in my car traveling to visit my constituents. And I would love your help. Could you come to the office on Tuesdays and Thursdays to make phone calls? Or can you walk with us (it’s good exercise!) on Mondays, Wednesdays, and Saturdays to knock doors, talk to voters, and deliver campaign material? It is kind of fun to meet so many different people.

  • THE CAMPAIGN: Guinn Unger is running to flip a long-held Republican senate district. He’s running on the basic principle that we’re all at our best when we support one another, and his campaign is focused on lowering health care costs, improving education, and protecting the environment and building the best possible future for our children, and for southwestern Colorado.     • I’ve spent most of my career as a Junior High math teacher in Greeley and eventually became president of my teacher’s union. Later, I was elected to the House of Representatives where, for the past four years, I’ve worked with a select group of legislators to write and pass the State’s $30 billion budget.
    • My experience as a teacher and writing the state’s budget has given him a front-row seat to the biggest financial challenges facing our state, School Finance and TABOR. And those are the challenges I plan to take on as our next Treasurer.
    • As Treasurer, I’ll be responsible for managing over $6 Billion of investments and public dollars. Our state is growing rapidly, but not everyone is sharing in our state’s prosperity. Places like Greeley and rural Colorado where I come from continue to struggle. I am running for Treasurer to make sure Colorado’s investments work for all of Colorado.
    • I have represented House District 50 (Weld County area) for almost 8 years. Right now I am the only elected Democrat in the entire county. Over the past three years, I have served as Chair of the House Appropriations Committee and on our Joint Budget Committee working to write, balance and pass our state’s budget.
    • Our campaign is gaining more momentum every day. We have over 400 volunteers across the state, a growing list of over 50 endorsements from public officials, and supporters across the state!
    • I’m married to Dr. Mary Young, a school psychologist for Centennial BOCES. My sister, who is developmentally disabled, lives in Pueblo West. I am excited to get to work flipping this statewide seat and I look forward to meeting you on the campaign trail in the next few months!

    • I earned four Colorado college degrees. My Ph.D. from CU was in Higher Education Administration.
    • Served in the armed forces in the elite 82nd Airborne Division.
    • Worked in two presidential administrations (Carter and Clinton)
    • Testified on Hispanic higher education issues before both Houses of Congress on behalf of 10 national Hispanic organizations.
