  • The Treasurer’s Office requires expertise in treasury management, which includes competency in accounting, banking, auditing, finance and technology. All of this I brought to the Treasurer’s Office 3.5 years ago.
  • We collect, protect and disburse tax money – to the County, 9-R, Durango, Bayfield, Ignacio, fire districts and dozens of others. The office is primarily a billing and collections office.
  • What did I do once I got in office? I benchmarked other county treasurer offices and implemented the best of what I saw. I went to offices that were using technology that La Plata County had available but was not using. Then I trained my staff on this technology and added new software to the office to make it more efficient, effective and customer focused. (From typewriters to computer technology).
  • I created internal control policies and practices, where there were none. For transparency, these are available for your review, on-line at the

  • We process about 150,000 transactions per year, using the same number of employees hired in the mid-1980s. Technology, and having skilled accountants in the office has what has allowed the headcount to remain constant. We implemented multiple ways for customers to pay in the last three years: credit cards, debit cards, the on-line ability to pay through e-check….and of course – you can still come in to the office and pay with cash or check.
  • We continue to look for ways to improve the customer experience through technology and remain within the constraints of the law. The changes my team and I implemented require collaboration with banking and technology firms. This is why accounting and technology expertise is critical in this role.

  • The primary ballots have been mailed and are arriving in your mailboxes. After all the work over the past six months, now it is time for the voters to decide who they want to advance to the general election.
  • I want to remind readers of this newsletter of my successful track record of public service here in La Plata County to show that I can be a great County Treasurer. I took United Way of Southwest Colorado from good to great, and I think the same can be said of the Durango Business Improvement District (BID).
  • It is also important for me to restate my financial expertise. In my 10 years at our local United Way, I reviewed and studied hundreds of financial audits as part of our annual grant making process. Our process was so thorough that both the County and the City asked United Way to lead their human service grant making. I learned what to do and not do from studying those audits.
  • The proof is in 15 consecutive years of audits of the organizations I directed. At United Way, we chose to go through an annual audit, and at BID we are required to submit year-end financial statements to both the City of Durango auditors, as well as the Department of Local Affairs. Every year for the past 15 years my financial work has been audited, and I have never had a major finding.
  • I also have the ability to lead a small team of employees and inspire them to accomplish large tasks efficiently and effectively.

  • Carrie worked as a property manager, including being a Realtor from 1989 to 1996. In 1996 she joined the La Plata County Assessor's Office as a staff appraiser. In the first five years she went from a new Appraiser to Chief Appraiser, her current position, and earned a Certified General Appraisal License. Carrie says, "It has been my honor to serve the citizens of La Plata County. It is a wonderful thing when I can help a taxpayer through a difficult process or explain what we do, how we do it and why, so that the public understands fully how their property taxes are assessed. I will continue that work if I am honored to be elected your County Assessor."
  • Carrie moved to La Plata County, her true home, when she was 17, and married husband Larry in 1978. She has raised children, spends as much time as can with the grandchildren, and mentored children in the Big Brothers/Sisters program. She continues to give back to the community in other ways, including Kiwanis and Durango Area Association of Realtors Paint-A-Thon, and will continue to do so.

  • Why I’m Running: Scott Tipton has voted against the interests of his constituents again, and again, and again. We are not being represented and I’m running to change that.
  • Health Care: I am the only candidate in this race who has been ranked a Champion by the Colorado Foundation for Universal Healthcare. We must fight for universal, single-payer healthcare, fight for our rural clinics, and defend Medicare and Medicaid.
  • Environment: I have been an environmental champion my entire life. I was Conservation Colorado’s Legislator of the Year last year. I will protect our public lands from big oil and Sec. Zinke. I will invest in renewables (both manufacturing and operation) to create jobs, reduce our climate footprint, and combat the threat of climate change.
  • Education: We need to adequately fund our public education so that our children receive the education and skills they need to succeed in today’s economy. I’ll invest in public education, increase teacher pay, and reduce the student debt burden.

  • June 3 – Karl addresses the #WearOrange Rally in Durango. Karl is the only candidate in the race for the 3rd CD to have received the Mom’s Demand Action Gun Sense Candidate Distinction, and was honored to address the #WearOrange Rally in Durango.

  • May 30 — Karl tours the Senior Resource Center in Pueblo. Protecting Medicare and Social Security are critical components of Karl’s campaign. Meeting with seniors in Pueblo was an opportunity to hear their specific concerns.

  • May 24 – Karl sits with Veterans Group for a series of listening sessions in Montrose. Improving veterans services is a key component of Karl’s platform, sitting and listening to their concerns about VA privatization, healthcare and more, was focusing.

  • May 17 – Jeriel Brammier, former chair of the Mesa County Democrats, endorses Karl Hanlon for U.S. Congress. Jeriel understands Mesa County and progressive issues better than anyone. It’s a tremendous honor to have her on #TeamHanlon. Read her endorsement [here].

  • Jena Griswold has long been passionate about working on behalf of Coloradans. As a voter protection attorney with President Obama’s reelection campaign, Jena worked to ensure that Colorado elections were accessible to all eligible voters. She continued to serve her home state as Director of the Colorado Governor’s Washington, D.C. Office, where she helped secure federal disaster recovery funding to help the state recover from the devastating 2013 flood.
  • She then opened her own practice. In July 2017, just as President Trump’s sham Voter Commission started to collect data on Colorado voters, Jena announced her candidacy to become Colorado’s next Secretary of State. Jena grew up in Estes Park and now lives in Louisville.

  • May 30 – Denver Post publishes “Five things to know about Phil Weiser.” The piece highlights experiences from Phil’s personal and professional biography, including his mother’s birth in a German concentration camp, his clerkship for Justice Ruth Bader Ginsburg, experience working for Barack Obama, and recent goals and successes on the campaign trail.   • May 15 – Gov. Bill Ritter endorses Phil, describing him as “force for progress” who will lead on “clean energy technologies, promoting broadband, and fighting for opportunities for all Coloradans.” [Read more]
  • May 21 – Phil blogs on “Fighting for affordable and accessible health care for all Coloradans.” “First,” writes Phil, “I will stand up against the Trump administration’s attack on affordable health care.” The piece describes Phil’s priorities to help reduce health related financial burdens on Coloradans, including by challenging fraud, encouraging innovation, and increasing competition.   • May 11 – Phil for Colorado hits one-year anniversary. The campaign reached several milestones by the one-year mark: winning 53 percent of the State Assembly vote, visiting all 64 Colorado counties, and drawing over 1,000 volunteers. [Read more]

  • I am the most qualified, experienced and independent candidate in the Treasurer’s race in either party. I have a degree in economics and graduate degree in finance from MIT and I have the qualifications to fix our state’s broken financial situation.
  • I want to bring public banking to Colorado and divest from Wells Fargo so that we keep our money here working for us instead of the top 1%. Our Legislature has failed our public employees by allowing risky investments and incomprehensible fees that have cost PERA over a billion dollars since 2009. We need an experienced financial manager to fix the broken system our Legislature has created.
  • Lastly, I don’t take corporate PAC money because I am done watching Democrats oppose their values and oppose health care for all. Health care is a human right and will save us billions of dollars a year. Democrats must unite and stand for health care for all people.

  • My name is Dave Young and I am a progressive Democrat and native Coloradan running for State Treasurer. As a Greeley resident and math teacher, I know the challenges Colorado families face. Our state is growing rapidly. But not everyone is sharing in our state’s prosperity. Places like Greeley and rural Colorado where I come from continue to struggle. I am running for Treasurer because I believe we need to put Colorado on better financial footing, where prosperity from our growth is shared.
  • I have represented House District 50 (Weld County area) for almost 8 years now and I am the only elected Democrat in the entire county. Over the past three years, I have served as Chair of the House Appropriations Committee and on our Joint Budget Committee working to manage and form our state’s budget.
  • As your next State Treasurer, I hope to increase funding to public schools, work towards a fix to TABOR and Gallagher, protect PERA, and advocate for a public bank right here in Colorado.
  • Our campaign is gaining more momentum every day. We have over 400 volunteers across the state, we have a growing list of over 50 endorsements from public officials, and we just won top line at State Assembly! As a former union president and lead bargainer, I am proud to have the support of the Colorado Education Association (CEA), American Federation of Teachers (AFT), the Colorado AFL-CIO, and many other local unions.
  • I’m married to Dr. Mary Young, a school psychologist for Centennial BOCES. My sister, who is developmentally disabled, lives in Pueblo West. I am excited to get to work flipping this statewide seat and I look forward to meeting you on the campaign trail in the next few months!
